The Institute for Public-Private Partnerships (IP3) offers three (3) professional certification programs for qualified individuals:

There is no cost to enter our certification programs. Participants must be mid-career professionals holding a bachelor’s degree (or equivalent) with a minimum of two years professional experience. Public-private partnerships worldwide are being used as a sustainable solution to the challenge of economic development. As more and more governments, private enterprises, and financial institutions, become involved in structuring or implementing public-private partnership models in a variety of sectors, the need to develop the skills and experience of individuals involved in this process becomes paramount.

 

To ensure that the professional capacity of the individual practitioners involved in structuring and implementing public-private partnerships is of the highest quality and consistency, IP3 has created a Certified Public-Private Partnership Specialist™ program. The goal of this professional certification program is to create a world class standard in public-private partnership skills development and to provide participants who complete the requirements of the program with a comprehensive and internationally recognized certification in the technical and managerial aspects of public-private partnerships and their successful implementation.

 

Since its founding in 1994, IP3 has been a global leader in public-private partnership training, research, and consulting, having trained thousands of participants from over 170 countries worldwide.

 

According the World Economic Forum, over US$ 2 trillion dollars are needed every year for the next decade for global infrastructure investment in energy, water, transportation, telecommunications, mining, and municipal service delivery. This works out annually to over $400 billion for Africa, $500 billion for Asia, $500 billion for Europe, $300 billion for South/Central America, and $300 billion for North America. With such large amounts of money, several key issues arise:

      • How will this infrastructure be financed?
      • How will opportunities make their way through the appropriate screening, risk assessment, and financial modeling analyses to determine financial viability?

To meet these global financing demands, the pressure to introduce sophisticated project finance business models will challenge government, regulatory, and banking analysts who may not have formal training in the special strategic and financial characteristics of the project finance model. Upgrading these strategic and technical skills is urgently needed to meet these new business and investment opportunities.

 

For these reasons, the Institute for Public-Private Partnerships (IP3) offers a Certified Project Finance Specialist™ Certification Program to provide a core body of knowledge in Project Finance. The goal of this professional certification program is to create a world class standard in project finance skills development and to provide participants who complete the requirements of the program with a comprehensive and internationally recognized body of knowledge and professional certification designation in Project Finance.

 

A key element involved with Project Finance is risk management and allocation, including capital adequacy requirements of financing banks and the impact of those requirements on the cost of financing. As more of these transactions are presented for financing in their respective countries, financial analysts will be needed who can advise regulatory and banking authorities on how to classify the risks of project finance loans on their banks’ books compared to other corporate loans.

 

IP3 is filling this knowledge gap through a multi-disciplinary certification program in project finance which provides in-depth training in the core areas of strategic risk analysis through finance and business modeling for project finance transactions.

 

NOTE: Financial modeling is a critical skillset for the Project Finance certification. In order to be certified as a Project Finance Specialist, you must successfully complete  both the Building and Analyzing Financial Models I and Building and Analyzing Financial Models II courses. IP3 takes the certification process seriously, and wants to ensure that our certified alumni are prepared to face the challenges and opportunities that this certification would present to them.

 

Regulation is increasingly being used throughout the world as a way to effectively oversee the quality and price of competitively provided utility services, monitor the actions of utilities, provide consumer protection, and create communication channels with all stakeholders. As more and more national, state, and local governments turn to regulations to monitor their electric, water, transportation, telecommunications, and sectors, the need to develop the skills and experience of individuals involved in this growing industry becomes imperative.

 

Utilities worldwide are under pressure to cut costs, raise revenues, improve operations, and expand service delivery. As a result, electricity, water and sewerage, telecommunications, transportation, and other utilities are all facing the challenge of operating in a commercial environment. Whether publicly- or privately-owned, utilities must face this challenge and develop strategies and plans to improve their overall competitiveness.

 

To ensure that the professional capacity of the individual practitioners involved in regulation design, utility management, and implementation of these reformed business practices is of the highest quality and consistency, IP3 developed the Certified Regulation and Utility Management Specialist™ program. The goal of this professional certification program is to create a world class standard in regulatory and utility management skills and to provide participants who complete the requirements of the program with a comprehensive and internationally recognized certification in the technical and managerial aspects of regulation and utility management across a variety of sectors.

 

The IP3 Certified Specialist™ programs were created to foster standards of knowledge, understanding, and skills set development in the fields of public-private partnerships, project finance and utility management and regulation that are highly valued by governments, private sector firms, financial institutions, and other relevant stakeholders. Our goal is to foster worldwide excellence in these areas through standards that are widely recognized and consistently applied. We do this by successfully identifying, defining, documenting, and championing generally accepted "best practices" approaches to public-private partnerships, project finance and the regulation and management of utilities and by transferring this knowledge to participants through education and training.

 

Each training course eligible for certification has undergone a review to ensure the quality standards consistent with the certification requirements and with adult learning and professional development are being met. At a minimum, all courses will provide intensive training on the current theory, practical issues, and challenges facing decision-makers today in the respective specializations. Training methodologies used focus on transferring of knowledge and exchanging of ideas in an adult learning environment.

 

We expect all graduates of the Certified Specialist™ programs to be active practitioners in their field and to be sought out for their expertise and knowledge.
