Jennifer Hara

Jennifer Hara - Director, PPP Services

Jennifer Hara leads capacity building and consulting efforts at the Institute for Public-Private Partnerships, A Tetra Tech Company (IP3), focused on North America. She brings over fifteen years of experience in the private sector, focusing on government contracts, public relations, and communications for a small investment banking consulting firm, where she led the business development and relationship building across all infrastructure sectors, including transportation and energy. Ms. Hara brings with her an intimate knowledge of public-private partnerships (PPP) in the United States and Canada, innovative financing programs of the U.S. federal government, and an understanding of political decision making, international project finance, economics, strategic planning, and business negotiations and communications. During her career, she has advised on numerous transportation PPPs in the U.S. She has a Master of Arts in International Economics from the Elliott School of International Affairs at the George Washington University, and a Bachelor of Arts in Spanish and International Politics from Seattle University.

Tomás Kiguel – Director, PPP Services

Tomás Kiguel leads relations with governments, financial institutions, investments funds, corporations, and other organizations, strengthening IP3's regional leadership as a global provider of PPP capacity building and consulting services. Prior to IP3, Mr. Kiguel served as Economic Advisor at the Embassy of Spain in the U.S. and as Spain Private Sector Liaison Advisor with the World Bank, IFC, and IaDB. Mr. Kiguel also worked as the Economic Representative to North America for the Government of the Canary Islands, Spain, leading the European Union strategy to transform the region into a business hub for Africa. Prior to that, Mr. Kiguel was a consultant in Spain, France, Russia, and the U.K. He studied Finance and Business Management in Spain and Sweden and received his Masters in International Policy and Diplomacy in the U.K. A native Spanish speaker, Mr. Kiguel also speaks English, French, and Russian.


Lisa Washington – Director of Client Relations

Lisa Washington is the Director of Client Relations at IP3, with responsibility for managing, fostering, and maintaining client relationships, overseeing the enrollment of applicants for IP3 training programs, creating account plans, and maximizing company revenues. Ms. Washington has acted as the primary resource to IP3’s clients and partners for more than 23 years. She has directed major sponsorship and partnering initiatives while ensuring high customer satisfaction.

Working collaboratively with clients and partners to achieve common goals, Ms. Washington is a valued and trusted representative of IP3 around the world and has been described as “the star of IP3… professional, yet genuinely personable, honest, and motivating.”

Israel Alonso Chavez - Proposal Manager and Business Development

Israel Alonso supports IP3’s consulting and business development efforts such as proposal writing and development, and tracking of business opportunities. His past experience includes several years of working with projects funded by USAID and the departments of State and Education.

Prior to joining IP3, Israel supported USAID programs in the citizen security, and democracy and governance sectors. His experience as an independent consultant includes conducting final evaluations and business development activities in Colombia, El Salvador, Mexico and Honduras.

Cassandra Le - Training Coordinator

As part of IP3’s training team, Cassandra Le develops, organizes, and executes courses on a variety of PPP related subjects. She collaborates with her team members to create impactful and engaging courses for participants worldwide. Cassandra is passionate about providing a welcoming learning environment for all participants who travel to take courses at IP3 headquarters.





David S. Victor – Director for Energy Infrastructure (DUBAI)

David S. Victor is a senior expert in management and consulting. He focuses on transactions, due diligence, business turnaround, and driving complex organizational changes in areas of energy, utilities, and infrastructure.



Hope Herron – Lead for Climate Change Initiatives (USA)

Hope Herron leads Tetra Tech Climate Change Initiatives and directs and supports a diverse portfolio of projects that provide strategic support, financial management, and technical guidance for clients such as the U.S. Environmental Protection Agency, Millennium Challenge Corporation (MCC), U.S. Agency for International Development (USAID), and the US Army Corps of Engineers (USACE).




Dean White - President Tetra Tech ENE (DUBAI)

Dean White is the President of Tetra Tech ES Inc. and specializes in energy policy, regulation, and commercial operations. He has designed and managed comprehensive energy sector reform programs (e.g., sector restructuring, functional unbundling, market liberalization) as well as large-scale utility performance improvement efforts. He has developed and implemented sector-wide reform programs that supported recovery. Mr. White has previously received the UK-based Management Consulting Association’s Platinum Award for directing the best management-consulting project of the year.



Rami Semaan – Senior Associate at Tetra Tech (DUBAI)

Rami Seeman is a Senior Management Consultant with experience spanning various industries. Mr. Seeman has been involved in large scale utility projects and participated in metering programs and feasibility studies in the MENA region. Additionally, he was involved in large oil and gas projects focusing on the downstream side of the value chain and full vertical integration. Mr. Seeman has worked extensively with multiple public institutions in the UAE focusing on enterprise architecture, performance management, financial due diligence, and business process modeling and reengineering.



Rakesh Goyal – Managing Director
Tetra Tech ES India (NEW DELHI)

Rakesh Goyal, is an accomplished Indian power sector professional with over 30 years of experience. He has served as regulator in UPERC, headed the commercial department in NDPL, led a business unit in Siemens, and now heads Tetra Tech's operations in India. He has led multi-million dollar power sector projects such as DRUM and WENEXA in India that included large scale renewable grid integrated projects and established utility excellence centers.



Ignacio Rodríguez – Director for Power Sector Reforms and Energy Reforms (USA)

Ignacio Rodriguez has over 30 years of experience in the energy sector, particularly in the development of policy, strategy, power sector restructuring, utility efficiency, renewable energy, and energy efficiency in over 30 countries worldwide. He has participated in and led numerous activities related to the restructuring and privatization of the power sector, e.g., public private partnerships, electricity laws and regulations, wholesale electricity markets, reorganization and unbundling of utilities, regional power pools, renewable energy markets.



Ritesh Singh – Energy Management Consultant (NEW DELHI)

Ritesh Singh is an energy professional with more than 12 years of experience with electric utilities in more than 8 countries. He has supported utility scale renewable energy grid interactive projects. Recently, he designed demand response programs for large and vertically integrated utilities that included distributed renewable energy resources and their scheduling. Ritesh is an Electrical Engineer and holds management degree from IIM Lucknow.
