Jennifer Hara

Jennifer Hara - Manager of PPPs, North America

Jennifer Hara leads IP3’s capacity building and consulting efforts focused on North America. She brings over fifteen years of experience in the private sector, focusing on government contracts, public relations and communications for a small investment banking consulting firm, where she lead the business development and relationship building across all infrastructure sectors, including transportation and energy. Jennifer brings with her an intimate knowledge of PPPs in the United States and Canada, innovative financing programs of the US federal government, and an understanding of political decision making, international project finance, economic and strategic planning, and business negotiations and communications. She has a Master of Arts in International Economics from the Elliott School of International Affairs at the George Washington University, and a Bachelor of Arts in Spanish and International Politics from Seattle University.

Tomás Kiguel - Manager / Director PPPs, Latin America and Europe

Tomás Kiguel leads relations with governments, financial institutions, investments funds, corporations and other organizations, strengthening IP3's regional leadership as a global provider of PPP capacity building and consulting services. Prior to IP3, Mr. Kiguel served as Economic Advisor at the Embassy of Spain in the United States and as Spain Private Sector Liaison Advisor with the World Bank, IFC, and IaDB. Mr. Kiguel also worked as the Economic Representative to North America for the Government of the Canary Islands, Spain, leading the European Union strategy to transform the region into a business hub for Africa. Prior to that, Mr. Kiguel was a consultant in Spain, France, Russia and the UK. He studied Finance and Business Management in Spain and Sweden and received his Master of International Policy and Diplomacy in the United Kingdom. A native Spanish speaker, Mr. Kiguel also speaks English, French, and Russian.


Jacques Cook - Senior PPP Specialist

Jacques Cook is an experienced project finance attorney and instructor at IP3 with over 25 years’ experience assisting governments and private companies in financing PPP projects primarily in the power and transportation sectors. Mr. Cook also provides advisory services to governments and international organizations on a wide range of topics related to PPP procurement, policy guidelines, legal aspects of PPP agreements, capacity building and institutional reforms. Mr. Cook has written for several trade publications on a wide range of topics. He is an acknowledged expert on the legal aspects of PPPs, concessions and power purchase agreements, and project finance transactions. Mr. Cook holds a BA in Economics from Amherst College, a MA Degree in International Economics and Development from the School of Advanced International Studies of Johns Hopkins University, and JD from the George Washington University.

Elicia Blumberg - Senior Technical Specialist

Elicia Blumberg is a stakeholder communications specialist with 18 years of experience developing, managing, and implementing communications programs in a variety of sectors. Ms. Blumberg has developed and delivered training modules for over 20 IP3 core courses, including Regulating Quality of Service; Designing Legal, Institutional, and Regulatory Frameworks; Managing the PPP Process: Staffing Procedural, and Operational Requirements for Successful PPPs and numerous PPP related courses. She has also developed specialized training materials for high-level government officials, including modules on social and traditional media and strategic communications. In her capacities as environmental scientist and communication specialist, Ms. Blumberg has worked in over 10 countries worldwide. She holds a BA from Columbia University in biology, and a MS in Ecology and Environmental Quality from Tel-Aviv University.



Nicholas G. Carreiro - Consultant

Nicholas G. Carreiro is a Junior Associate and Consultant at IP3. He is responsible for research on Fortune 500 companies and start-ups for policy compatibility with U.S. Government agencies. He also manages training projects funded by multilateral organizations, foreign government agencies, and the private sector.





Scott Marburger – Senior Online IT Training Specialist

Scott Marburger is IP3’s Senior IT and Online Learning Manager. Mr. Marburger has designed and managed IP3’s online courses for over 11 years and serves as IP3’s IACET Standards Manager. Mr. Marburger has consulted on many USAID projects for both IP3 and TetraTech.



Lisa Washington - Sales Lead

Lisa Washington is a strategic member of the Communications and Marketing team. Ms. Washington oversees the enrollment of applicants for IP3 training programs and manages customer relations.



Kyle Furcolo - Training Coordinator

Kyle Furcolo is an IP3 Training Coordinator and Technology Manager. He develops and organizes courses on a variety of PPP related subjects, specifically in project finance. Mr. Furcolo also manages training and classroom technology.



Patrick Tobin - Market Research

As Researcher for Latin America and Training Coordinator, Patrick Tobin organizes trainings in PPP capacity building and provides market and political risk analysis for PPPs in Latin America.





Dean White - President Tetra Tech ENE (DUBAI)

Dean White is the President of Tetra Tech ES Inc. and specializes in energy policy, regulation, and commercial operations. He has designed and managed comprehensive energy sector reform programs (e.g., sector restructuring, functional unbundling, market liberalization) as well as large-scale utility performance improvement efforts. He has developed and implemented sector-wide reform programs that supported recovery. Mr. White has previously received the UK-based Management Consulting Association’s Platinum Award for directing the best management-consulting project of the year.



Rami Semaan – Senior Associate at Tetra Tech (DUBAI)

Rami Seeman is a Senior Management Consultant with experience spanning various industries. Mr. Seeman has been involved in large scale utility projects and participated in metering programs and feasibility studies in the MENA region. Additionally, he was involved in large oil and gas projects focusing on the downstream side of the value chain and full vertical integration. Mr. Seeman has worked extensively with multiple public institutions in the UAE focusing on enterprise architecture, performance management, financial due diligence, and business process modeling and reengineering.



Rakesh Goyal – Managing Director
Tetra Tech ES India (NEW DELHI)

Rakesh Goyal, is an accomplished Indian power sector professional with over 30 years of experience. He has served as regulator in UPERC, headed the commercial department in NDPL, led a business unit in Siemens, and now heads Tetra Tech's operations in India. He has led multi-million dollar power sector projects such as DRUM and WENEXA in India that included large scale renewable grid integrated projects and established utility excellence centers.



Ignacio Rodríguez – Director for Power Sector Reforms and Energy Reforms (USA)

Ignacio Rodriguez has over 30 years of experience in the energy sector, particularly in the development of policy, strategy, power sector restructuring, utility efficiency, renewable energy, and energy efficiency in over 30 countries worldwide. He has participated in and led numerous activities related to the restructuring and privatization of the power sector, e.g., public private partnerships, electricity laws and regulations, wholesale electricity markets, reorganization and unbundling of utilities, regional power pools, renewable energy markets.



David S. Victor – Director for Energy Infrastructure (DUBAI)

David S. Victor is a senior expert in management and consulting. He focuses on transactions, due diligence, business turnaround, and driving complex organizational changes in areas of energy, utilities, and infrastructure.



Hope Herron – Lead for Climate Change Initiatives (USA)

Hope Herron leads Tetra Tech Climate Change Initiatives and directs and supports a diverse portfolio of projects that provide strategic support, financial management, and technical guidance for clients such as the U.S. Environmental Protection Agency, Millennium Challenge Corporation (MCC), U.S. Agency for International Development (USAID), and the US Army Corps of Engineers (USACE).



Ritesh Singh – Energy Management Consultant (NEW DELHI)

Ritesh Singh is an energy professional with more than 12 years of experience with electric utilities in more than 8 countries. He has supported utility scale renewable energy grid interactive projects. Recently, he designed demand response programs for large and vertically integrated utilities that included distributed renewable energy resources and their scheduling. Ritesh is an Electrical Engineer and holds management degree from IIM Lucknow.
